An exchange contract allows existing federal agents in the service to be candidates for job promotion in a competitive service. To qualify for this position, applicants must meet all the conditions as of the date of this notice, 17.08.2020. “Time-in grade” condition: Candidates who are current federal public servants and who have received a GS rating at any time in the past 52 weeks must also meet the rank requirements until the deadline for this announcement. All 38 Veterans Canteen Service (VCS) staff must have served for at least 90 days in their position for the exempt service in order to be eligible for a position in the competitive service. Candidates previously selected as part of a Tender Examination Unit (DEU) must have exercised their position for at least 90 days prior to being eligible for other positions in the competition department.
